Share your thoughts on the updated Code of Meeting Practice

On 29 August 2025, the NSW Office of Local Government (OLG) released the updated 2025 Model Code of Meeting Practice for Local Councils in NSW. Council has until 31 December 2025 to adopt a new Code of Meeting Practice that includes the mandatory rules of the Model Meeting Code.

At the Council Meeting on 14 October 2025, Council resolved to place on public exhibition the draft Code of Meeting Practice (Meeting Code).

Exhibition period: 22 October to 2 December 2025.

Submissions accepted until 5.00pm on 2 December 2025.

The Meeting Code governs the conduct of all meetings of Council and any committees of Council of which all the members are Councillors.

Under section 360 of the Local Government Act 1993, Council must adopt a Meeting Code that incorporates the mandatory provisions of the Model Code of Meeting Practice for Local Councils in NSW (Model Meeting Code) prescribed by the Local Government (General) Regulation 2021.

Council’s adopted Meeting Code may also incorporate the non-mandatory provisions of the Model Meeting Code and additional supplementary provisions so long as they are not inconsistent with the mandatory provisions.

Please note that in the draft Code of Meeting Practice the provisions are differentiated as follows:

  • The mandatory provisions are shown in black font.
  • The non-mandatory provisions are shown in red font, with any proposed amendments shown in strikethrough text and purple font.
  • The supplementary provisions are shown in purple font and, where the text has been revised, any new text that has been included is shown in underlined text and any previous text that has been deleted is shown in strikethrough text.

The consequential renumbering of clauses will take place once a final version of the draft Meeting Code is adopted and the clauses which are proposed for deletion are removed.
