Camden Council is responsible for the management of flood liable land within the Camden Local Government Area (LGA) including the risks associated with both mainstream and overland flooding. These risks associated with flooding are determined by completing flood studies of each catchment within the LGA.
Background
Camden Council has recently undertaken a detailed flood study of the Narellan Creek catchment including overland flow to understand the flood behaviour and risks.
The Narellan Creek catchment includes the suburbs of Smeaton Grange, Currans Hill, Narellan, Narellan Vale, part of Mount Annan, Elderslie, Kirkham, Harrington Park, and Gregory Hills covering a mix of residential, commercial, industrial and open space areas.
Most of the urbanised portion of the Narellan Creek catchment is drained by a stormwater drainage system. During periods of heavy rainfall, there is potential for the capacity of the stormwater system to be exceeded, leading to local overland flooding. There is also potential for mainstream flooding which is inundation associated with water overtopping the banks of the various creeks and watercourses in the catchment area.
Downstream parts of the Narellan Creek catchment can also be impacted by backwater inundation from the Nepean River. The extent of backwater inundation from the Nepean River is based on the Nepean River FRMSP 2022 and is shown on this map. Backwater inundation was not assessed as part of the Narellan Creek Flood Study as Council is currently preparing an updated Nepean River Flood Study.
The draft Narellan Creek Flood Study follows on from previous flood studies for the Narellan Creek catchment, including the Nepean River Floodplain Risk Management Study and Plan (FRMSP) 2022. However, all previous flood studies have focussed on the flood risk from mainstream flooding from creeks and watercourses. As a result, none of the previous studies have comprehensively assessing the flood risk from overland flooding. Recent development across the catchment area has also resulted in the previous assessments of mainstream flooding now being outdated.
The draft Narellan Creek Catchment Flood Study
The Narellan Creek catchment includes the suburbs of Smeaton Grange, Currans Hill, Narellan, Narellan Vale, part of Mount Annan, Elderslie, Kirkham, Harrington Park, and Gregory Hills, and covers a mix of residential, commercial, industrial and open space areas.
The draft Narellan Creek Catchment Flood Study focusses on two areas:
- Mainstream local flooding from Narellan Creek and its tributaries; and
- Overland (stormwater runoff) flow in the catchment.

Previous Community Engagement
Consultation with the community was completed during the early stages of the draft Narellan Creek Catchment Flood Study and has helped shape the study. The previous engagement included understanding where flooding problems have been experienced by the community, including the extent and depth of inundation that has been experienced by the community during past floods. This information served as a valuable way of validating the computer models that were created as part of the flood study.
