Amenities Building | Re-activation and beautification project

Camden Council is undertaking a project to re-activate and beautify the amenities building in Nugget Beames Reserve.

It is planned to engage with local high school students on design components of public art placed on the amenities building with the hope that student involvement will lead to greater ownership of the space, and an anticipated reduction in graffiti vandalism.

This project aims to:

  • Enhance community confidence and perceptions of safety
  • Positively activate the space
  • Prevent and minimise incidents of graffiti vandalism
  • Reduce the social, environmental and economic impact of graffiti vandalism

The project scope includes the installation of public art on a wall of the amenities building, anti-graffiti coating of building walls and green screening.

This project will be the first of several major facility improvements at this the site, including an extension of the amenities building and increased parking. Further stakeholder engagement is planned once concepts are finalised.

The project team has considered options for the walls of the amenities building and landscaping around it.

Take a look at the concept plans (PDF 5.3MB) and images below to so where features could be located.

  • Nugget Beames Reserve is located at Waterworth Drive, Narellan Vale. The space comprises sporting fields, playground, small car parking area, and an amenities building.
  • Narellan Vale is one of the older suburbs in the Camden LGA, with most infrastructure constructed over 35 years ago.
  • The site is adjacent to Elizabeth Macarthur High School and 250 metres from Narellan Vale Public School. Both schools have amongst the highest student numbers in the area and Nugget Beames Reserve is a catchment area for many students as they walk and travel to school, in addition to its intended use as a sporting field.
  • The reserve is easily accessible from the high school, with direct gate access from the high school playground, and there are pedestrian footpath links throughout the reserve leading to other parts of the precinct.
  • It is located on a main collector road, with high visibility to the community.
  • The amenities building is frequently subjected to graffiti vandalism, littering, and inappropriate use.
  • Council is currently undertaking planned upgrade works to the sporting grounds and amenities building.
  • The public art will be installed on the front, top section of the northern side and the top section of the back wall of the building, and the vegetation planting will be at the front of the building on a patch of grass just off the “verandah” (as shown on the design).
  • The 24 square metre garden will be planted with Australian natives to compliment the proposed Indigenous art on the wall. See below image.

  • The proposed scope will cause no disruption or interference with the access on the side of the building, which may have impacted on the clubs use of the building. It also removes any vegetation from being directly against the building, which may assist from an asset maintenance perspective, plus improving the chances of the vegetation successfully growing.

What consultation is being undertaken?

  • Neighbours and reserve users are being advised of this project and invited to provide feedback.
  • Elizabeth Macarthur High School staff are working with Camden Council to engage students in design collaboration, input and feedback.
  • Camden Police Area Command’s Crime Prevention Unit have been consulted and are in full support of the proposed project.
  • Sporting groups who use the site have been informed and invited to provide feedback to ensure their activities are not impacted by the project.
  • Neighbouring properties and site users have been informed via letterbox and site signage and invited to provide feedback to ensure their activities are not impacted by the project.

Why is this project needed?

The amenities building is old in design and not visually attractive. Camden Council often receives complaints about graffiti, vandalism, littering and inappropriate behaviour at the reserve, requiring regular maintenance and repairs. The ongoing issues at this location gives the perception to the community of a lack of safety and a general reduction of appeal for legitimate use.

Beautification of the amenities building would address these issues.

Who will decide what the mural looks like?

Review and approval of design by Working Group, Student Working Group and stakeholders, including Police

Who will design and paint the mural?

Mural artist will be engaged to work with students

What work is proposed?

  • Design and installation of public art / mural on amenities public facing external wall
  • Application of anti-graffiti coating to public art / mural
  • Application of anti-graffiti coating on remaining amenities building walls
  • Installation of green screening around amenities building

Note: Anti-graffiti coating will enable rapid removal of any graffiti
