Oran Park Precinct DCP Amendment - 421H The Northern Road, Cobbitty (Arkendale)
Camden Council is consulting with the community on a draft amendment to the Oran Park Precinct Development Control Plan (draft DCP) to introduce controls for a specific area, known as the Northern Viewscape Precinct in the Denbigh Transition Area.
Further amendments are proposed to the Oran Park Precinct Indicative Layout Plan (ILP) and other relevant DCP figures applying to the subject site.
The draft DCP seeks to amend the Oran Park Precinct DCP by:
- Amending Part B3 Denbigh Transition Area to introduce site-specific controls for the Northern Viewscape Precinct:
- Northern ridgeline treatment controls;
- Bushfire management controls;
- Land stability controls; and
- Stormwater management controls.
- Amending the Oran Park Precinct Indicative Layout Plan (ILP), Street Network Plan and Open Space Network Plan to reflect the proposed road heirarchy and open space layout for the subject site.
The proposed amendments to the Part B3 Denbigh Transition Area DCP apply to the portion of the subject site that is within the Northern Viewscape Precinct.
The proposed amendments to the Oran Park Precinct ILP, Street Network Plan and Open Space Network Plan apply to the whole of the subject site.
The Oran Park Precinct DCP requires the preparation of a Part B DCP to provide detailed controls prior to development occuring in certain areas, including the Denbigh Transition Area. The DCP divides the Denbigh Transition Area into three precincts:
- Southern Viewscape Precinct
- Central Viewscape Precinct
- Northern Viewscape Precinct (which contains the Arkendale site).
In its current form, the DCP includes controls for the Central and Southern Viewscape Precincts, with subdivision and residential development in these precincts now commenced.
The Northern Viewscape Precinct is the last of these precincts to be developed and accordingly, DCP controls are required to be included in the DCP to enable development.
Viewscape Precincts in the Denbigh Transition Area
In April 2024, Gray & Walsh Pty Ltd (the proponent) lodged a request to amend the Oran Park Precinct DCP.
Existing controls under the Oran Park Precinct DCP requires the introduction of site-specific controls for the Northern Viewscape Precinct to facilitate development at the subject site. Specific controls are required to ensure development occurs in a manner that:
- respects the heritage curtilage of Denbigh;
- obscures the visual impact of development within the Denbigh Transition Area when viewed from the Denbigh homestead; and
- retains and respect the rural context and setting of the Denbigh homestead.
