During public exhibition, we held two pop ups at the Narellan Town Centre, held a community networking night: Narellan Stories - Next Chapter Meet Up and, took survey contributions and submissions on the draft plan.

We've grouped actions into three programs based on their scale and dependency on other projects. This allows us to drive the vision, despite the uncertain timing of the Narellan Rail Station. These action programs are:

  • Improve Narellan’s public spaces
  • Prepare for transformational projects
  • Develop a place strategy



Vision

Pillars

The draft vision is supported by four pillars:

Each pillar has five priorities, which outline our goals for Narellan. They have been developed in consultation with our community, stakeholders, and partners. For more information on this consultation, please see the Project Narellan Engagement Report. The priorities have been designed to inform future decisions as well as the development of specific actions.

Improve

Improve Narellan's public spaces

To enable the vision, the first action program includes smaller projects that can be actioned by Council in the short term to support Narellan as a strategic centre.

These actions have been grouped under three key moves, which aim to:

  1. Strengthen Narellan’s civic heart: to establish a focal space in Narellan where people can come together.
  2. Renew Narellan’s high streets: to draw more people to Narellan and increase activity in the centre.
  3. Foster active transport links: to improve the safety and accessibility of active transport options within Narellan.

Prepare

Prepare for transformational projects

To enable the vision, the second action program involves advocating for infrastructure projects that require significant investment and coordination.

These projects are catalytic and will redefine Narellan’s role as a strategic centre. They are dependent on investment and decisions by other levels of government. However, Council has a key role through engagement, advocacy, coordination and preparation.

  • The delivery of the Narellan Rail Station will act as a catalyst for private investment, transforming Narellan into a more accessible and attractive location for businesses and residents.
  • Complementing Narellan Rail Station is the Camden Bypass extension, which will divert through-traffic from the centre, alleviating some congestion on Camden Valley Way. This will also improve access by creating opportunities for enhanced pedestrian and cyclist infrastructure and additional foot traffic.
  • The Spring Farm Parkway (Stage 2) will establish a vital east-west link between the Camden Bypass, the Hume Motorway, and the Greater Macarthur Growth Area, improving regional connectivity for Narellan.

Develop

Develop a place strategy

To enable the vision, the third action program details the rationale for various technical studies required to inform a future Structure Plan.

The Structure Plan will form part of a Place Strategy intended to guide Narellan’s future growth. It will focus on sustainability, connectivity and a vibrant, community-orientated strategic centre.

To ensure the technical studies are relevant and timely, and for Narellan to reach its full potential, a commitment to the funding and delivery of rail is required before starting this work.

Next steps for finalisation of the draft plan

Feedback received during public exhibition will be considered (wherever possible) to help refine the plan before Council’s adoption.

Consultation is an ongoing process, and this is not the only opportunity for input. Camden Council remains committed to continued engagement and future opportunities for community feedback.
