Exciting times ahead for Leppington Town Centre

Camden Council and Liverpool City Council have worked together to prepare a draft Planning Proposal Package which includes a new masterplan and proposed changes to planning controls for Leppington Town Centre.


The draft Planning Proposal Package public exhibition has now concluded.

Both Councils undertook preliminary consultation in 2021 to inform the vision for Leppington Town Centre.

Both Councils are progressing with the design of essential infrastructure utilising developer contributions and grant funding. These focus on drainage, open space and transport infrastructure.


Camden Council infrastructure upgrades:

  • Site preparation has commenced for the construction of Byron Road, between Heath Road and Ingleburn Road.
  • The Leppington Oval Precinct Masterplan was endorsed in September 2022.

Liverpool Council infrastructure upgrades coming soon:

  • Fifth Avenue, Austral - upgrades to roadway and culverts;
  • Scott Memorial Park - construction of new accessible restrooms and change rooms;
  • Sixth Avenue, Austral - road patching and resurfacing works; and
  • Edmondson Avenue, Austral (between Bringelly Road to Fifteenth Avenue) - upgrade to four-lane local road including the installation of new kerb and guttering, streetscape, footpaths, cycleways, bus bays, signage, line marking and street lighting.

NOTE: Access to some properties in Leppington will be required to carry out investigation work such as geotechnical and survey works, which are a key step in preparing detailed designs. This should cause minimal impacts on day-to-day activities and we will write to residents and owners beforehand to make arrangements for access.

Contributions are required to fund local infrastructure which will meet the needs of the future population in the Leppington Town Centre (LTC). This includes new roads and upgraded intersections, open space, playing fields, new civic parks and stormwater infrastructure.

Each Council will update and publicly exhibit draft Contributions Plans to accommodate the new Leppington Town Centre precinct.
