Summary of Proposed Amendments
Council has received a Draft Planning Proposal for the Sub-Precinct 2 of the South Creek West Precinct (also known as Belmore Road Precinct) within the South West Growth Area. This Draft Planning Proposal has been submitted by a private proponent and seeks to rezone the land to facilitate a new residential neighbourhood.
This Planning Proposal seeks to make amendments to:
- State Environmental Planning Policy (Precincts - Western Parkland City) 2021 - Chapter 3: Sydney Region Growth Centres - Appendix 5 Camden Growth Centres
- Camden Growth Centres Development Control Plan - Draft Schedule 7 Bringelly Sub-Precinct 2
The proposal includes the following land use zones:
- R2 Low Density Residential
- R3 Medium Density Residential
- B2 Local Centre
- B6 Enterprise Corridor
- RE1 Public Recreation
- C2 Environmental Conservation
- SP2 Infrastructure
The Draft Planning Proposal will also introduce building heights of 9.5m - 12m in Residential Zones and up to 16m in the Neighbourhood Centre. The Draft Planning Proposal is supported by draft site-specific controls proposed as Schedule 7 within the existing Camden Growth Centres Development Control Plan.
Background Information
In November 2017, the NSW Minister for Planning (‘the Minister’) announced the release of 30,000 dwellings on approximately 1,500 hectares of land within the South Creek West Precinct, which is located within the South West Growth Area (SWGA). The Precinct will provide opportunities for the creation of new communities, employment opportunities and future transport services within the Camden Local Government Area.
Sub Precinct 2 is located at the northern extent of the South Creek West Precinct, to the south of the Precinct is Lowes Creek Marylands. The precinct is bound by The Northern Road to the east and Greendale Road to the north. Internal roads within the precinct are Belmore Road, Loftus Road and Wentworth Road.

During the exhibition period any person, community group, organisation or public agency may make a submission to Council concerning a Planning Proposal. Submissions can be made by completing an online form, sending an email or posting a letter.
