Submissions are currently sought by Camden Council for Planning Proposal – PP/2022/2/1 at 55 Topham Road, Smeaton Grange.

Summary of Proposed Amendments

The Planning Proposal seeks to make amendments to Schedule 1 and the Additional Permitted Uses Map of the Camden Local Environmental Plan 2010.

The Planning Proposal seeks to permit ‘animal boarding or training establishments’ as an additional permitted use at 55 Topham Road, Smeaton Grange. A Planning Proposal is required as the site is zoned IN1 General Industrial which prohibits animal boarding or training establishments.

Ancillary and complimentary uses to the animal care facility are permissible with development consent within the IN1 zone.

Background Information

The Planning Proposal has been prepared in reference to Council’s decision on 13 July 2021 to select 55 Topman Road, Smeaton Grange as the most appropriate site for Camden’s future animal care facility. This site is owned by Council and is currently operating as a Council depot, established in 2020 during the COVID-19 pandemic. An animal care facility is needed to meet the planned future growth of the Camden Local Government Area and the expected growth in companion animals.

At the end of the initial notification period, an initial report to the Camden Local Planning Panel (Panel) on the Planning Proposal will be prepared.

Following the Panel’s consideration, a report will then be prepared for Council’s consideration. Council will be asked to determine if the Planning Proposal has merit and can proceed to a Gateway Determination.

Submissions received to the initial notification of the Planning Proposal will be considered in the report to Council.
