Camden Council are currently assessing a draft Planning Proposal submitted by an applicant for land at 5 Towra Court, and 5, 7, 9 Davy Court, Harrington Park.
This proposal seeks an amendment to the Camden Local
Environmental Plan 2010 to rezone the subject properties from R5 Large Lot
Residential to R2 Low Density Residential and SP2 Infrastructure (Drainage)
with related amendments to applicable lot size standards.

Summary of Proposed Amendments
This Planning Proposal seeks to make amendments to the Camden Local Environmental Plan 2010 as follows:
- Rezone the subject site from R5 Large Lot Residential to R2 Low Density Residential and SP2 Infrastructure (Drainage); and
- Amend the lot size standard applying to the subject site from 6,000m2 to 600m2, 1,000m2 and 3,000m2.

Initial Notification
PP/2022/6/1 was placed on initial notification from 20 September to 18 October 2023. To date Council has received over 400 community submissions on the draft Planning Proposal. Some of the matters raised by the community include traffic, infrastructure, tree canopy cover, open space, impact on wildlife, local character and scenic quality.
Council Assessment
Council Officers are currently considering the matters raised in submissions and undertaking an assessment of the draft Planning Proposal in line with Council’s legal obligation under the NSW Environmental Planning and Assessment Act.
Next Steps
In completing the assessment of the draft Planning Proposal, Council officers will prepare a report to the Camden Local Planning Panel (the Panel) for their consideration in early 2024. The Panel will undertake an independent assessment of the proposal and provide advice to Council.
After consideration of the Panel’s advice, Council officers will prepare a report to Camden Council (date to be confirmed).
