Planning Proposal - PP/2025/4/1 - 5 Towra Court, Harrington Park

Camden Council are currently assessing a draft Planning Proposal submitted by an applicant for land at 5 Towra Court, Harrington Park. As part of the assessment process Council officers are seeking your feedback on the proposal.

Summary of Proposed Amendments

The draft proposal seeks to facilitate residential development of the subject site (approximately 17 lots) by amending the Camden Local Environmental Plan 2010 as follows:

  • Rezoning the site from R5 Large Lot Residential to R2 Low Density Residential;
  • Reducing the minimum lot size from 6000m2 to 600m2 and 1000m2; and
  • Rezoning part of the site to SP2 Infrastructure for drainage purposes.

The proponent's proposed layout for the subject site is shown in the draft subdivision plan below (not Council endorsed).

    The previous planning proposal - PP/2022/6/1 - which applied to 5 Towra Court and 5, 7, 9 Davy Court, Harrington Park was WITHDRAWN by the proponent in March 2024.

A planning proposal is an application to amend planning controls within an Environmental Planning Instrument (EPI). The applicable EPI for this proposal is the Camden Local Environmental 2010 (Camden LEP).

A formal development application to develop the site would be required, should the planning proposal proceed. Development under the new controls can only occur once the planning proposal has been finalised, and a subsequent development application is approved.

The Camden LEP is the principal Environmental Planning Instrument (EPI) for guiding development and land use in the Camden Local Government Area (LGA). It establishes zones that allow certain types of uses and standards that regulate the kind of development that can occur in the LGA. This Planning Proposal seeks to make amendments to the zoning and lot size maps within the Camden LEP 2010 which apply to the subject site.

The draft proposal seeks to reduce the minimum lots size standard applying to the subject site from 6,000m2 to 600m2 and 1000m2 across most of the site.

The size of any lot resulting from a subdivision of land is not to be less than the minimum lot size shown on the lot size map applicable to that land. This means that currently the subject site can be subdivided in lots that are a minimum of 6,000m2, subject to a development application. If the proposed amendment is finalised, the subject site would be able to be subdivided into lots with a minimum lot size of 600m2 and 1,000m2, subject to an approved development application.

The Planning Proposal seeks to rezone 5 Towra Court Harrington Park from R5 Large Lot Residential (R5) zone to R2 Low Density Residential (R2) zone.

The objectives of the R5 zone include providing residential housing while preserving and minimising impacts on environmentally sensitive locations and scenic quality, while also not unreasonably increasing the demand for public services or facilities.

The objectives of the R2 zone seek to provide for the housing needs of the community within a low-density residential environment and enable other land uses that provide for the day to day needs of residents.

A Gateway Determination (Gateway) is a document issued by the State Government which decides whether a Planning Proposal should proceed. If a favourable Gateway is received, the Gateway identifies the requirements for public exhibition of the planning proposal and what additional specialist studies (for example a stormwater management study) are required to support the proposal.

No. This is the initial notification period for the planning proposal. Should Council support the planning proposal, and it receives a favourable ‘Gateway Determination’ from the State Government, public exhibition will occur providing further opportunity for the community to comment on the planning proposal.

At the end of the initial notification period, Council officers will prepare an initial report to the Camden Local Planning Panel (the Panel) on the planning proposal. The role of the Panel is to provide independent advice to Council on planning proposals. Following the Panel’s consideration, a report will then be prepared for Council’s consideration. Council will be asked to determine if the planning proposal has merit and can proceed to a Gateway Determination.

Submissions and feedback received during the initial community engagement period will be considered in the assessment and on-going development of the planning proposal. The submissions will also be considered in the assessment report when the matter is ultimately reported to Council.
