Oran Park Town Centre Expansion Planning Proposal - PP/2021/6/1

Initial Notification

Submissions are currently sought by Camden Council on the draft Oran Park Town Centre Expansion Planning Proposal (PP/2021/6/1) and draft Development Control Plan.

Summary of Proposed Amendments

A Planning Proposal to expand the Oran Park Town Centre footprint and increase maximum buildings heights has been received. It is currently being assessed on behalf of Council by an independent planning consultant because the proposal includes some Council owned land.

The Planning Proposal, lodged by Greenfields Development Company No. 2, aims to position the Town Centre as a mixed-use transit orientated centre and provide enhanced local employment opportunities and increased residential and commercial densities.

The Planning Proposal seeks to amend the State Environmental Planning Policy (Precincts – Western Parkland City) 2021 (SEPP) to:

  • Expand the Oran Park Town Centre footprint to include additional land (expansion area).
  • Rezone land within the expansion area from R3 Medium Density Residential to B2 Local Centre.
  • Remove minimum lot size requirements applying to land within the expansion area.
  • Increase maximum building heights from 16m (residential), 9.5m (other) and 24m to 25m across most of the town centre and expansion area and increase heights from 24m to 48m in selected locations.
  • Align the mapping boundaries on the land zoning and riparian protection maps.

Draft Development Control Plan

  • Amendments to Part A and Part B1 of the Oran Park Development Control Plan are also proposed in response to the Planning Proposal.
  • These amendments seek to support the expansion of the Oran Park Town Centre and ensure good urban design outcomes.

Background information

This Planning Proposal is in the initial assessment stage and your input will be considered in a report to Council to decide how to proceed.

The draft package on initial notification includes a copy of the Planning Proposal, proposed SEPP maps, 3D elevation models and supporting technical studies. At this time, the draft package has not been reported to the Council (elected Councillors) for endorsement to progress beyond this preliminary assessment stage.
