Submissions are currently sought by Camden Council for Planning Proposal - PP/2022/2/1 at 55 Topham Road, Smeaton Grange.


Summary of Proposed Amendments

The Planning Proposal seeks to make amendments to Schedule 1 and the Additional Permitted Uses Map of the Camden Local Environmental Plan 2010.

The Planning Proposal seeks to permit ‘animal boarding or training establishments’ as an additional permitted use at 55 Topham Road, Smeaton Grange. A Planning Proposal is required as the site is zoned IN1 General Industrial which prohibits animal boarding or training establishments.


Background Information

The Planning Proposal has been prepared in reference to Council’s decision on 13 July 2021 to select 55 Topham Road, Smeaton Grange as the most appropriate site for Camden’s future animal care facility. This site is owned by Council and is currently operating as a Council depot, established in 2020 during the COVID-19 pandemic. An animal care facility is needed to meet the planned future growth of the Camden Local Government Area and the expected growth in companion animals.

Planning Ingenuity were engaged by Council to prepare a Planning Proposal. GYDE Consulting were engaged by Council to independently assess the Planning Proposal.

On 8 November 2022, Council resolved to endorse the Planning Proposal to proceed to public exhibition subject to a favourable Gateway Determination from the Department of Planning and Environment (DPE).

On 7 December 2022, DPE issued a Gateway Determination enabling the proposal to proceed to public exhibition.
