Submissions are currently sought by Camden Council for a Planning Proposal (PP/2022/9/1) and draft amendment to the Camden Development Control Plan 2019 (DCP) for land located at 3 Emerald Hills Boulevard, Leppington


Summary of Proposed Amendments

The Planning Proposal seeks to make amendments to Schedule 1 and the Additional Permitted Uses Map of the Camden Local Environmental Plan 2010.

The Planning Proposal seeks to permit vehicle repair stations as an additional permitted use at 3 Emerald Hills Boulevard, Leppington. A Planning Proposal is required as the site is zoned E1 Local Centre which prohibits vehicle repair stations.

The draft DCP amendment proposes updates to Schedule 8 Emerald Hills to amend Figure S8-16: Site Planning Principles for Emerald Hills Centre, and to include three additional controls under section S8.3 Centre Development Controls (on page 25). These changes will guide future development on the site and ensure vehicle cross overs, landscaping and urban design outcomes are considered.

Background Information

The subject site is a vacant allotment within the Emerald Hills Local Centre. The proponent seeks to utilise the site as a vehicle repair station, ancillary food and drink premises and car wash. The latter two uses are permitted with consent in the E1 Local Centre zone whereas vehicle repair stations are prohibited. Should the amendment be made, development consent will be required to undertake the proposal.

Vehicle repair station means a building or place used for the purpose of carrying out repairs to, or the selling and fitting of accessories to, vehicles or agricultural machinery, but does not include a vehicle body repair workshop or vehicle sales or hire premises.

At its meeting on 14 November 2023, Council resolved to forward the draft Planning Proposal to the then Department of Planning and Environment (now the Department of Planning, Housing and Infrastructure) for Gateway Determination. Council also resolved to publicly exhibit the draft Planning Proposal and draft Camden Development Control Plan (DCP), following receipt of a Gateway Determination.


Exhibition period: 15 April to 14 May 2024

The Planning Proposal and supporting DCP amendment are on public exhibition from Monday 15 April to Tuesday 14 May 2024.
