Project Update
15 December 2025
Thanks to those who took the time to share their thoughts regarding the repair of the retaining wall at the corner of Broughton Street and Menangle Road, Camden.
It was pleasing to hear how loved this location is!
Submissions broadly supported the proposed repair work and improvement of sightlines for drivers exiting Menangle Road, however there were mixed responses which indicated some misunderstanding about the project.
We are sharing the following information to let you know what is happening as a result of feedback and further explain some aspects of the project.
In summary the choice of plantings is being reviewed but civic and structural elements will remain unchanged.
Landscape & Garden Design
Requests from the community for the planting of gardens and landscaping improvements have been noted, and it is considered that the proposed plantings will enhance the site. No plantings will obscure the mural wall.
We have received both positive and negative feedback regarding the planting of jacarandas. Council’s Public Domain Design Team has been requested to consult with The Australian Botanic Garden Mount Annan and Bird Life Australia, as subject-matter experts, to address this feedback.
Heritage
We appreciate and acknowledge the community’s concerns regarding the protection of heritage assets, specifically the mural wall.
No works as part of this project will disturb the local heritage-listed mural wall or wishing well and additional precautions will be taken during construction to ensure these remain protected. Minor cleaning may occur to remove dust and grime to maintain their appearance.
While the existing retaining wall which supports the area is not heritage-listed, Council recognises its local significance and the importance of including the community now that it requires renewal.
The proposed work has undergone all necessary legal assessments and has been reviewed by Council’s Heritage Team to ensure that no heritage-listed items are affected.
The proposed sandstone works have been designed to complement the existing arrangement near the mural wall, reflect local materials, and incorporate feedback received from the community and from other recent projects across the area. This approach provides a cost-effective solution while allowing for a stepped arrangement that improves safety at the intersection and enhances visual outcomes.
Cost & Priorities
This project is part of our Capital Works Program, with funding allocated in accordance with Camden Council’s Asset Management Strategy, which is endorsed by the community. Council has also received multiple requests regarding defects in the existing retaining wall, concerns about limited sightlines, and the overall poor condition of the wall at this location. These matters have been considered as part of our broader maintenance and safety responsibilities.
This project aims to deliver a safe, visually appropriate, and cost-effective solution that addresses the concerns raised by the community and aligns with the priorities of the Capital Works Program.
Parking Issues
Some submissions requested improved parking facilities. These improvements are outside the scope of this project. On-street and hospital parking areas are unaffected by this project. However, this proposal has been prepared with awareness of potential future parking considerations along Broughton Street, which Camden Council may explore further as opportunities arise and subject to support from the relevant authorities.
Traffic Safety
Improving sightlines to address visibility when exiting Menangle Road, which has been raised by some drivers, is part of the scope of works. The proposed improvements have been developed in accordance with Australian Standards, while taking into account site constraints and budget limitations. Camden Council has identified that the most feasible approach to enhancing safety is by providing a stepped retaining wall to increase sightlines for drivers, consistent with the relevant standards. Low-height plantings have also been proposed to maintain visibility and ensure long-term compliance.
Next Steps
Council will finalise the design incorporating community feedback where possible and construction is expected in 2026.
We will provide updates on timing and any impacts to access closer to the start of works.
