Presentation of financial statements for the year ended 30 June 2023
The Audited General Purpose Financial Statements and Auditors Report for year ending 30 June 2023 will be presented at an Ordinary Council Meeting to be held on 12 December 2023. This is in accordance with section 418 (3) of the Local Government Act, 1993.

Draft Purchasing and Procurement Policy
Council’s Purchasing and Procurement Policy has recently been reviewed with an updated version now placed on public exhibition.
The revised draft Purchasing and Procurement Policy has been updated to reflect Council’s modern slavery obligations, the strengthening of environmental and social sustainability considerations and the inclusion of additional measures aimed at encouraging the use of local suppliers and businesses.
A review of the current General Manager’s delegations has also been undertaken to provide greater efficiencies in Council’s tendering processes.

Exhibition period: The draft Policy is placed on public exhibition from 16 August to 12 September 2023.

Draft Payment of Expenses and Provision of Facilities to the Mayor and Councillors Policy
Council’s draft Payment of Expenses and Provision of Facilities to the Mayor and Councillors Policy (Expenses and Facilities Policy) is on public exhibition.

Council must adopt an Expenses and Facilities Policy within 12 months of the local government election, which occurred on 4 December 2021.
Council’s draft Expenses and Facilities Policy is modelled on the Office of Local Government’s Councillor Expenses and Facilities Policy Template (OLG Template) and includes a small number of revisions which are marked up using tracked changes.
The key proposed amendments are:
- Councillors are no longer required to personally fund attendance to conferences; instead, this will be paid by Council in accordance with the provisions and monetary limits as outlined
- As per the OLG Template, inclusion of detailed reports to Council every six months that outline expenditure by individual Councillor and as a total for all Councillors
- As per the OLG Template, inclusion of monetary limits for accommodation to be in line with the rates included in the NSW Crown Employees (Public Service Conditions of Employment) Award
- Inclusion of monetary limits for interstate and overseas travel
- Inclusion of a provision to supply branded clothing
- Inclusion of a report to Council where breaches of the policy are not able to be rectified between the Mayor and General Manager
- Update of position titles to be consistent with the Adaptive Organisational Framework.
In accordance with section 253 of the Local Government Act 1993, the draft Expenses and Facilities Policy will be on public exhibition until 5pm Tuesday, 16 August 2022 and Council must receive any submissions by this date.

PUBLIC EXHIBITION
Draft Code of Meeting Practice
Council’s draft Code of Meeting Practice (Meeting Code) is on public exhibition.

Council must adopt a Meeting Code within 12 months of the local government election, which occurred on 4 December 2021.
Council’s draft Meeting Code reflects the Model Meeting Code and includes a small number of additional minor enhancements. The mandatory provisions which have been inserted or amended are marked up in purple font, and the non-mandatory or supplementary provisions which have been inserted or amended are marked up in blue font. Deleted text is marked up with strikethrough.
The substantive changes include:
- Inclusion of a provision allowing councillors to attend meetings by audio-visual link
- Amendments pertaining to the requirement for recording a webcast meeting
- Inclusion of a provision to remind councillors of their oath or affirmation of office, and their conflict of interest disclosure obligations
- Update to the schedule of Councillor briefings.
Under section 361 of the Local Government Act 1993, the draft Code will be on public exhibition until 5.00pm Tuesday, 12 April 2022 and Council must receive any submissions no later than Friday, 29 April 2022.
